一、項目名稱

菏澤智慧(hui)環保監管平臺(tai)建設及鄉鎮(zhen)空氣質(zhi)量(liang)自動監測站(zhan)監測數據(ju)采購項目。


二、項目概(gai)況

菏澤市智慧環保(bao)監管(guan)平臺(tai)是一個集市、縣區、鄉(xiang)(xiang)鎮于(yu)一體(ti),橫向打(da)通生態環境局(ju)(ju)、住(zhu)建局(ju)(ju)、城管(guan)局(ju)(ju)、公安局(ju)(ju)、交通局(ju)(ju)、公路局(ju)(ju)等14個職能部門,縱(zong)向串聯市級、11個縣區級、172個鄉(xiang)(xiang)鎮級指(zhi)揮中心以及1045個網格員(yuan)的一體(ti)化應用平臺(tai)。

平臺(tai)以支撐菏(he)澤(ze)(ze)市(shi)環(huan)境質量改(gai)善(shan)為(wei)目標,全面落實(shi)(shi)《菏(he)澤(ze)(ze)市(shi)網(wang)格(ge)化環(huan)境監管體系建設實(shi)(shi)施方案(an)》《菏(he)澤(ze)(ze)市(shi)打贏(ying)藍天保衛戰作戰方案(an)》等要求,著力(li)打造菏(he)澤(ze)(ze)市(shi)環(huan)境綜合(he)監管,實(shi)(shi)行(xing)“專業隊伍建設運(yun)維、專業機構比對、生態環(huan)境部門質控考核、政府購買(mai)合(he)格(ge)數據”的管理模式。

該平(ping)臺(tai)的建(jian)設(she)有(you)助于落(luo)實大氣環境(jing)精(jing)細化管理(li)與考核的重(zhong)要舉措,對提高空氣質量預(yu)警預(yu)報水平(ping)和污染追溯具有(you)重(zhong)要的意義。


三、項目(mu)規模

在菏澤(ze)市委、市政府(fu)的(de)帶領下, 菏澤(ze)智慧環保監(jian)管平(ping)臺建(jian)(jian)設及鄉鎮空氣質量自動監(jian)測(ce)站(zhan)監(jian)測(ce)數據采購項目(mu)于2018年(nian)(nian)4月啟動全(quan)面(mian)建(jian)(jian)設,2018年(nian)(nian)年(nian)(nian)底全(quan)面(mian)建(jian)(jian)設完畢(bi);項目(mu)總投資額達1.6億元。

項目(mu)建設(she)內容主(zhu)要包括:

(1)菏澤市智慧環(huan)保監管平臺:市指(zhi)揮中心(xin)及11個縣(xian)(區)指(zhi)揮中心(xin)的室內裝(zhuang)修、系統集(ji)成(cheng)、機房建設、網絡建設、五大(da)軟件APP、手機APP等;

(2)覆蓋(gai)菏(he)澤市曹縣、成(cheng)武縣、單(dan)縣各鄉鎮(zhen)辦事(shi)處共計57個常規空氣自(zi)動監(jian)(jian)測站的建(jian)設、運(yun)維及設備更新;監(jian)(jian)測指標(biao)選(xuan)取重點考核指標(biao)(SO?、NOx、CO、O3、PM2.5、PM10、氣象五參數),均采用(yong)國標(biao)法。


四(si)、項目特點

(1)環(huan)保大(da)數(shu)(shu)(shu)(shu)(shu)據(ju)支撐:運用(yong)云計算、大(da)數(shu)(shu)(shu)(shu)(shu)據(ju)、物聯網等(deng)新技術(shu)手段搭建智慧(hui)環(huan)保大(da)數(shu)(shu)(shu)(shu)(shu)據(ju)中(zhong)心,制定環(huan)境監(jian)管(guan)數(shu)(shu)(shu)(shu)(shu)據(ju)標(biao)準,對(dui)數(shu)(shu)(shu)(shu)(shu)據(ju)進行采集(ji)、共享、分(fen)析(xi)、處理。接(jie)入(ru)建委、城(cheng)管(guan)局、交(jiao)通局等(deng)多(duo)部(bu)門行業環(huan)境監(jian)測數(shu)(shu)(shu)(shu)(shu)據(ju),集(ji)成全市生態環(huan)境部(bu)門環(huan)境質量(liang)(liang)監(jian)測、污染(ran)源在線監(jian)測、污染(ran)源普(pu)查、網格信息(xi)等(deng)數(shu)(shu)(shu)(shu)(shu)據(ju),對(dui)接(jie)現(xian)有(you)的(de)各類業務(wu)系統,實現(xian)環(huan)境監(jian)管(guan)數(shu)(shu)(shu)(shu)(shu)據(ju)從“大(da)量(liang)(liang)數(shu)(shu)(shu)(shu)(shu)據(ju)”到“大(da)數(shu)(shu)(shu)(shu)(shu)據(ju)”的(de)轉(zhuan)變(bian),提升數(shu)(shu)(shu)(shu)(shu)據(ju)共享、信息(xi)交(jiao)換和業務(wu)協同能力(li),為政(zheng)務(wu)數(shu)(shu)(shu)(shu)(shu)字化(hua)轉(zhuan)型提供基礎。

(2)環(huan)(huan)境(jing)綜合監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)預警:實(shi)現(xian)對(dui)(dui)環(huan)(huan)境(jing)空氣(qi)(qi)質量監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)點(dian)(dian)(dian)(dian)(dian)(dian)、水環(huan)(huan)境(jing)質量監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、工(gong)(gong)(gong)業(ye)(ye)廢(fei)氣(qi)(qi)監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、工(gong)(gong)(gong)業(ye)(ye)廢(fei)水監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、生活污(wu)水監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、道路揚塵等環(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)指(zhi)標(biao)數據(ju)統一(yi)接入(ru)平臺,結合GS地理信息,以文字標(biao)注、圖(tu)形標(biao)注等方式展(zhan)現(xian)在(zai)電子地圖(tu)上。該系統可實(shi)現(xian)實(shi)時環(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)數據(ju)采集(ji)、監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)指(zhi)標(biao)超標(biao)告(gao)警等,用于環(huan)(huan)境(jing)空氣(qi)(qi)質量監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)點(dian)(dian)(dian)(dian)(dian)(dian)、水環(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、工(gong)(gong)(gong)業(ye)(ye)廢(fei)氣(qi)(qi)監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、工(gong)(gong)(gong)業(ye)(ye)廢(fei)水監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、生活污(wu)水監(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)站(zhan)點(dian)(dian)(dian)(dian)(dian)(dian)、道路揚塵在(zai)線(xian)數據(ju)采集(ji)、入(ru)庫(ku)、查詢、告(gao)警等處理。能對(dui)(dui)菏澤市未來空氣(qi)(qi)質量變化進行預報預警,推動生態(tai)環(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)督(du)管理從(cong)被動應對(dui)(dui)向(xiang)主動預見轉變,為一(yi)線(xian)人(ren)員精準高效執法提供依據(ju)。

(3)菏澤市鄉鎮空氣質量自動監測站監測數據(ju)遵循(xun)“統籌規(gui)(gui)劃、統一(yi)標準、統一(yi)規(gui)(gui)范”的原(yuan)則(ze),先進(jin)性與實用性相結合,實時性和管(guan)理(li)性并(bing)存,安(an)全可(ke)靠(kao)性保障并(bing)循(xun)環利用原(yuan)有資源,避免(mian)浪費。

(1)指(zhi)(zhi)揮(hui)中(zhong)(zhong)(zhong)心由(you)一(yi)個決策(ce)大(da)(da)腦、兩(liang)個指(zhi)(zhi)揮(hui)中(zhong)(zhong)(zhong)樞和五(wu)大(da)(da)核心應(ying)用構成。“一(yi)個決策(ce)大(da)(da)腦”是(shi)指(zhi)(zhi)在市(shi)(shi)級指(zhi)(zhi)揮(hui)中(zhong)(zhong)(zhong)心搭(da)建了(le)30萬億(yi)次(ci)(ci)規模(mo)的(de)計算資源和云服(fu)務(wu)(wu)平(ping)臺;“兩(liang)個指(zhi)(zhi)揮(hui)中(zhong)(zhong)(zhong)樞”是(shi)指(zhi)(zhi)橫向到邊、縱向到底的(de)“數據傳輸中(zhong)(zhong)(zhong)樞”和“指(zhi)(zhi)揮(hui)調度(du)中(zhong)(zhong)(zhong)樞”。五(wu)大(da)(da)核心應(ying)用統籌市(shi)(shi)、縣(xian)、鄉三級用戶(hu)需(xu)求,融合各行業平(ping)臺,實現(xian)監測(ce)(ce)預(yu)警、網格(ge)監管、應(ying)急響(xiang)應(ying)、分(fen)析決策(ce)、公共(gong)服(fu)務(wu)(wu)及輿情(qing)監控五(wu)大(da)(da)核心功能。截(jie)至目前,平(ping)臺國控站點離群超(chao)(chao)標(biao)預(yu)警共(gong)計推(tui)送2427次(ci)(ci);污(wu)(wu)染源在線監測(ce)(ce)小時超(chao)(chao)標(biao)預(yu)警88182次(ci)(ci),日(ri)超(chao)(chao)標(biao)預(yu)警1267次(ci)(ci);啟(qi)動重污(wu)(wu)染應(ying)急30次(ci)(ci),提供大(da)(da)氣污(wu)(wu)染決策(ce)分(fen)析19次(ci)(ci)。線下網格(ge)事件上報共(gong)計16285起(qi),已完(wan)成15846起(qi);網格(ge)員核查任務(wu)(wu)共(gong)計2151起(qi),已完(wan)成2086起(qi)。
